In your Fallout New Vegas directory (should be something like 'C:\Program Files (x86)\Steam\steamapps\common\fallout new vegas', or wherever you installed your Steam games), look for the file 'Falloutdefault.ini'. All this combined makes me question if there is such a thing as controller acceleration in the first place. I don't even know if I'd recognise whether it's enabled or not. And then most have at least one comment saying it doesn't work, or that it breaks something (VATS in particular). Most have ini settings the don't even appear in this list, and I'm not even sure if that list is valid in itself. Not only do you have to disable VSync in the driver, you will have to change iPresentInterval1 to iPresentInterval0 in the Fallout4Default.ini file found in the Fallout 4 game folder.
